Despite of Universities going from around 100 in 1947 to several thousand ( including private Universities) people look for IITs IIMs and AIMS like institutes for higher education. Despite of hundreds of private Universities coming up people still prefer to go to Govt controlled Universities ? Nobel Prize in literature and economics does not require a lab and is not parameter of growth but still International recognitions are far away. Not a single research journal published in India has impact factor of over 1 or 3 what to talk of 10 or 12 on International scale . There is need to put a commission on education to find out what went wrong in traditional and central and state level Universities despite of Govt pumping money from different sources and private people opening universities and colleges in dozen there is no perceptible mark ? Education requires teachers and teachers are not made they are borne and it takes years to develop teaching habit and a good teacher. A good teacher has to be a good researcher also. He has to be at the latest level of knowledge that comes from latest library consultation and experimentation . Experimentation requires a good lab. Leave aside theoretical physics a well equipped lab is needed. Take an example of medical education where there is so much supporting staff like para medical staff lab technicians testing labs and equipments and supplies. Universities do not have such a system in India. Most of the high level research Institutes have this kind of system and are able to deliver the goods upto International level in India and make India in club of top 5 or 6. However state level education system is worst suffers and attempts to pump huge amount of money without providing supporting technical staff to handle them is like putting Boeing 777 without maintenance and crew. However there is no system to produce technicians and no one wants to be a technician as this post does not have authority and freedom and accountability. There is no system of having analytical labs at state level. Make shift arrangements are made and once equipment is broken down crores of rupees go waste. Directors have to handle administrative problems of granting leave or sanctions or purchases instead of providing directions and doing on site researches. Vice chancellors have to balance between students teacher staff and Government and local politicians and steer through all the hurdles of admissions examinations and committees. And teachers are born not made. So what ails our education system and science ? Can you suggest how to improve it
