Despite the brutality of American prisons, more than half of those imprisoned in the United States will return to prison within 3 years of their release. Yet in Norway, a country whose prisons are barely distinguishable from resorts, the rate of return—of recidivism—is only 20%. How is that possible? There is something inherent in our criminal justice system that makes our criminals into people who can never be anything but criminals. But what?
