Development Services Agenda, April 14, 2014 ADVISORY COMMITTEE REPORTS Report from Heritage Oshawa (DS-14-75) (See Pages 8 to 21) Heritage Oshawa respectfully reports and recommends to the Development Services Committee its Third Report regarding the letters received from Robert Bell, Marianne Ortepi, Bill Armstrong, UOIT (re: their letter Providing a Briefing Note Regarding the Preservation of the Windfields Farm Gates) and UOIT and their News Release (Regarding the dismantling of the stone pillars). Recommendation: Whereas Heritage Oshawa is very disappointed by the seemingly careless and unprofessional manner in which the Windfields Farm four (4) entrance gate stone pillars were dismantled and removed for storage; and, Whereas Heritage Oshawa is aware of much community discussion and concern regarding the demolition and eventual reconstruction of the stone pillars and gates; and Whereas Heritage Oshawa understands and appreciates the strong community connection to Windfields Farm; and, Whereas there is a lack of information regarding the timeline for the historically accurate reconstruction of the pillars and replacement of any missing face stones and the new location of the pillars and gates; and, Whereas more care should have been taken in the dismantling of the pillars (i.e. photojournalism and numbering) by UOIT; and, Whereas many of the face stones were left unsupervised and scattered in the ditch along Simcoe Street North for a number of days and therefore subject to loss and removal by passers-by; Therefore Heritage Oshawa recommends: 1. That more care and oversight be undertaken by UOIT with respect to Windfields Farm and any future projects impacting current and/or potential cultural heritage sites and features; and, 2. That all photos of the deconstruction and all measurements taken and any other documentation be provided to Heritage Oshawa in a timely manner; and, 3. That in the future before undertaking a project of this nature that more community and heritage consultation be conducted and clearer lines of communication be established with all community stakeholders. oshawa.ca/agendas/Development_Services/2014/04-14/2014-04-14-DSC-Agenda.pdf
