According to a copy of the pleadings taken directly from the Pulaski County Website: Defendant denies that there have been months of negotiation as alleged in ¶ 9. Initially, before their condemnation action against the Waffle House, a representative for the NLRSD approached Douglas and asked if the Waffle House might purchase the parking lot for their new location. Then Douglas was approached by this same person who allegedly represented the NLRSD school district in land acquisitions and was handed an appraisal and was told the school district needed to acquire more land so they would be eligible for more grant monies. At this time this representative presented an offer to purchase the entire 1 acre at 2300 Main Street, North Little Rock. Douglas countered their offer and no one responded back. Then months after this encounter, this same representative approached Douglas and offered to purchase the parking lot of 2300 Main Street, North Little Rock, Douglas countered their offer and no one responded back. Then months later, approximately two weeks ago, counsel for Plaintiff met with Douglas in her office and she was given yet another appraisal, this one diminishing the value of even the first appraisal and was essentially told they have the right to take the property under “eminent domain” and they (the North Little Rock School District) will get the property. Douglas was told she had one week in which to respond, reject the offer out right or counter or suit would ensue. A counteroffer was made and ignored. 12. Defendant has no have any idea if the School Board Members approved this tactic, and she requested this information through an FOI request that hasn’t been responded to by the time of this answer. Further, this September 30 meeting Plaintiff speaks of was actually listed as a “SPECIAL MEETING” in tiny red print on the NLR School Districts website. Defendant had no idea and no notice such a meeting was even taking place. This meeting is not even the regular meeting listed on the website and occurred 3 days after the deadline given to Defendant. Defendant only found the notice of the “SPECIAL MEETING” that was in tiny red print while browsing the school districts website to ascertain when the next regular meeting would be held. Defendant only discovered this posting of “SPECIAL MEETING” on the website Wednesday after the meeting had already occurred. 13.
