Dilemma for the Senate regarding 2015 Budget The last 12 months exposed a massive flaw in the Philippine governance regarding the wholesale corruption of the PDAF and DAP. It also experienced the conflict between interpretation of the constitution in the manipulation of budgeted savings between the Supreme Court and the Executive branch where Senate and Congress were divided with their views on the matter. It is the conflict of what is legally right being confused with their allegiance to the current power running the government. It is a dilemma for the Senate because they have the last role of scrutinizing the proposed budget and be judged to responsibly perform their duties justly and unbiased for the welfare of the financial affairs of the nation. This will be tested to what interference that may be influenced in making a responsible assessment. Their effective role will be tested as being the secondary check and balance of the budget after the Congress has approved it with a lot of questionable issues still unanswered. Is PDAF and DAP still part of the Budget 2015? Was there any concealing of inserting such programs redefining them differently but in reality is the same? Only the Senate can answer this and can decide to audit, action or simply approved this. It is a Senate dilemma that the people of the Philippines are all awaiting observing to what decision the Senate will take. Ignore or fix it?
