Consistent with the objectives pertaining to energy issues set forth in § 67-101 and the policy elements stated in § 67-102, it is in the public interest to authorize and encourage the expansion of natural gas infrastructure in the Commonwealth and to promote the use of natural gas as an integral component of a diversified portfolio of energy resources through the development of alternative rate designs and other mechanisms that more closely align the interests of natural gas utilities, their customers, and the Commonwealth generally. Further, it is in the public interest to expand, improve, and increase the reliability of Virginias energy infrastructure by allowing Virginias natural gas utilities to approach expansion of intrastate infrastructure into unserved and underserved areas on a more proactive basis.
