Does anyone know what the purpose of a non-refundable hold fee is - TopicsExpress

Does anyone know what the purpose of a non-refundable hold fee is when adopting through a rescue? A friend of mine just submitted an app after seeing a dog on Petfinder and the adoption fee is $350. Ok, thats standard. They prescreen and approve you...yep, all normal... But then, they require a $200 hold fee BEFORE even meeting the dog and if you decide the dog isnt compatible for you and your family, they keep $100 of that and refund you the other $100. If you do go through with it, the $200 goes toward the $350 adoption fee. Am I wrong to think thats wrong? How is one to know the dog is compatible without even meeting them first? Im just confused on this. Anyone?
