Dr. Karen Stout, President of Montgomery County Community College, is a fierce advocate for affordable higher education and my long-time hero. I have had the privilege to see her in action and to campaign by her side and can say without a doubt that she *gets* it: Some commentators have already questioned how such a proposal could be paid for, regardless of whether it’s a good idea. As an educator and a citizen, I would respond that budgeting is always a statement of priorities and that this priority is the right one. Early estimates are that the program would cost the federal government about $6-billion a year. That represents less than one-tenth of the Education Department’s annual budget, and the Education Department’s budget in turn accounts for less than 3 percent of all federal spending. This spending trend is not congruent with education consistently being rated as one of the very highest, if not the absolute highest, of the public’s budget priorities.
