Dr. Olena Lazorenko. Women`s SMEs in Different National Contexts (2014). Abstract Paper Title “Women`s SMEs in Different National Contexts” is focus on review of situation with women economic empowerment in the selected Mare Balticum countries. Background literature of the research paper including the “Women’s Economic Opportunity Index” conducted by the Economist Intelligence Unit (2010), “SME Policy Index: Eastern Partner Countries” Study (OECD, 2012) and Ukrainian NGO “League of Professional Women” field research (LPW, 2012). Overall Women’s Economic Opportunity scope by Europe region there are 34 countries. The issue of «women economic empowerment» should be taken into account when considering plans and concepts of social & economic development; it makes sense to develop a policy or strategy to expand economic opportunities for women, including policies to support of the female SMEs. The leader of the Europe regional Index with highest level of performance (0-100 where 100=most favorable) is Sweden (88,2 scores). Sweden is also first in the whole global ranking which including 113 countries. The last 34 rank in the Europe regional “Women’s Economic Opportunity Index” is Russia with 50, 3 scores. So, highly motivated and entrepreneurial work on women is not enough involved in business activities that are not only the fact that discriminate against women, but also very inefficient strategy from the perspective of the economic potential of selected countries in the framework of the Mare Balticum . On the base of the “SME Policy Index: Eastern Partner Countries” Study (OECD, 2012) women’s entrepreneurship in Belarus and Ukraine requires better policy, follow-up actions and more advocacies.
