Dr.S.S.Rathi’s ACADEMICS FOR ACTION AND DEVELOPMENT (AAD) (Founder Chairman: Late Dr.S.S.Rathi) From the Desk of the Chairman, J.Khuntia. Date: 02/09/2013. Dr.S.S.Rathi’s Academics for Action and Development (AAD) whole heartedly thanks all the teachers who turned up in large numbers to vote in the August 29 DUTA elections. The turnout was a manifestation of teachers’ anger against the highly undemocratic and authoritarian university administration. AAD (Rathi) congratulates DTF for retaining the DUTA President Post and Nandita Narain for being the new President for the term 2013-15. It also congratulates all the fifteen individuals who have been elected to the DUTA Executive committee. We will whole heartedly support the new team in our common endeavour to fight for the cause of teachers. As we accept the verdict with grace we promise that shall come out strongly to improve our own performance in future. Our major objective this time was to carry on the legacy of our founder Chairman Late Dr.S.S. Rathi who never compromised with university administration/UGC/MHRD for any personal benefit at the cost of teachers’ welfare. Whatever little time we got to prepare ourselves for the elections after a major split in the group, we gave our 100 per cent. There have been many positives for us in this election. First of all we are indebted to senior/ retired members namely Dr.V.K. Agrawal, Mrs.Santosh Rathi, Dr. R.K. Sharma, P. Kakra, D. K. Sethi and Sudha Gupta who stood by us and constantly encouraged us throughout to boldly face the adversity after the unfortunate split in the group. Their support provided us the moral strength to re-establish the group after Dr. Rathi’s death. Their blessings happen to be the resources possessed by us as against the political backing of other major groups who fought the elections. The commitment shown by our new secretaries, Dr. Bharat Singh and Pramod Kumar Dwivedi was exemplary. Our participation in the Presidential debates brought spark in the election campaigning and everybody appreciated our Presidential candidate (former DUTA Secretary, AC/ EC member) Shiba C. Panda’s articulation and presentation of the issues confronting DUTA. Many friends and the rival groups admired Panda’s stand and applauded our effort. Similarly one of our candidates for DUTA Executive, Dr.Rajiv Kumar Verma [ DUTA executive from 2011-2013] has been a seasoned teacher activist and is well known for his pro teacher stand in the AC during the period 2006-10. The other candidate, Rabi Shankar Prasad is known for his anti-corruption stand in his own college. We brought out four leaflets including a newsletter during the July-August period. The term “Match Fixing” used by us in our July newsletter to expose the nexus between a teacher group and university administration, became a hit in the campus and other teacher groups also started using it in their campaign. We are really happy that we could make some impact. Now we think forward to march on and continue fighting for the teachers’ cause. Some developments during the voting time on 29 August 2013 disturbed us. We came to know that university administration has mobilised resources to influence the outcome of the election result. We did witness some Principals bringing adhoc teachers with them to the polling booth. It was reported that some adhoc teachers were asked to show the photo graph of the ballot paper to the concerned Principal(s). SHAME, IF THIS IS TRUE. What a move to justify the introduction of FYUP and its substandard syllabi? Such move is nothing but a manifestation of “Institutionalisation of Crime against Democracy”. DU administration must give clarification to clear the air and dissociate itself from those persons who have misused their public offices to bring disrepute to this great university. Finally coming to the AGENDA before DUTA, Nandita and the DUTA Executive must prepare a CHARTER OF DEMAND starting with ensuring an appointment with the VC, Prof.Dinesh Singh. Appointment process of permanent teachers must begin immediately after amending the composition of selection committee and removing the screening committee. FYUP syllabi need a thorough revision to enhance the quality and maintain standard of higher education. Other demands could be listed as follows: 1. Issue of notification with regard to the extension of Date of Promotion under old scheme 2. No to students’ feedback system 3. Stepping up Benefit to senior teachers as promised 4. No to point system for promotion 5. No to Autonomous Colleges 6. No to move to convert the NetajiSubhash Institute of Technology (NSIT) into an independent Technological University. 7. CPF to GPF problem be solved and the new pension scheme replaced with GPF. 8. Respectable medical benefit scheme and holding of regular meeting of the Teachers’ Welfare Fund. 9. Higher Administrative Grade of 67000 basic (HAG – equivalent to AGP of 12,000) to all Professors with ten years of experience as Professor. 10. Minimum starting pay of Rs.43,000 (PB-4) with AGP 10,000 for both Professors directly recruited and promoted under CA 11. Minimum starting pay of Rs.18,750 to Assistant Professors in the pay band (Rs.15,600-39,100) at AGP Rs.7,000. 12. Implementation of Professorship in colleges (already stipulated in the MHRD notification). 13. Restoration of Advance Increments to adhoc teachers for having M.Phil./Ph.D and ensuring vacation salary to them. 14. Implementation of Constitutionally mandated Reservation policy for SCs, STs and OBCs and persons with Disabilities in appointment/promotion. 15. Sabbatical leave for college teachers as per UGC letter dated 29th June 2011. 16. Child care leave to women teachers without discrimination. Child care leave should not be clubbed with 10% quota [ of total teaching strength] of academic leave but should be treated separately 17. Interest on PF to be disbursed as per the earnings by the university and its respective colleges and not as per the direction of the Government of India since PF is self-managed fund regulated through statutory committees. 18. Parity to librarians with teachers with respect to the retirement age in the light of the judgement of the Hon’ble High Court of Delhi. 19. Parity with teachers to Computer Programmers/ Instructors/Academic Staff in Hindi Implementation Board. 20. Framing of promotion policy for Instructors. 21. Stipulated additional increment for movement from lower to higher AGP in the same pay band. 22. Resisting any attempt to implement Biometric attendance system for the teachers and initiating dialogue on the issue as per the decision of EC dated 23.12.2009. 23. No to the draconian Education Reform Bills. 24. The Committee under statute 6. (2). (ix) and the Grievance Committee of the University must immediately be made functional to address and redress various problems of the teachers of the departments and colleges respectively. 25. Facilities to the physically challenged teachers as guaranteed by the law of the land must be provided 26. Housing facilities be expanded. 27. Revised rate of Rs. 1,000 per lecture must also be adopted by Non-Collegiate Women’s Education Board. 28. According fair degree of financial autonomy to departments. 29. Reforms should also be implemented in the School of Open Learning/Non-Collegiate Women Education Board (NCWEB) to bring about uniformity in imparting higher education in the university. 30. Ph.D / M.Phil guidance to college teachers. 31. No tax on leave encashment 32. Review of wage cut of more than 700 teachers. Many more demands can be added to this list.
