During the January 27, 2014, agenda meeting, the Commissioners first approved appropriations. The Commissioners then joined the Employee Relations Committee in honoring Dale Phillips, Road and Bridge / Noxious Weed / Memorial Parks Director, with the Employee Recognition Award. Phillips was selected by the ERC for his years of dedicated service and commitment to Barton County. The Commission also recognized employees for continuous service for five, ten, fifteen and twenty years. Included in the listing were – Five Years of Continuous Service – Pam Wornkey, Barb Konrade, Wendy Prosser and Barb Swayze; Ten Years – Kenny Schremmer, Casey Hubbard, Brian Batman, Judy Goreham, Chris Ramsey, Darren Williams, Aaron Delgado and Ryan Lichter; Fifteen – Laurie White, Gayle Cell, Brant Harms, Ben Shumate and Susan Johnson; Twenty Years – Sarah Younger, Rick Popp, Mary Waite and Melvin Cravin; Twenty Five Years – John Debes and Wanda Ybarra; Thirty Years – Donna Zimmerman; Forty Years – Phillips and Forty Five Years – Marcia Sauber. This was followed by a report from Kristi Lovett, who was recently appointed as the Hoisington Chamber Executive Vice-President. Amy Miller, Emergency Risk Manager, presented next. She explained that each county within the State of Kansas is required to prepare and keep current a disaster emergency plan for its jurisdiction. All county Emergency Operations Plans must be reviewed and approved by the Kansas Division of Emergency Management (KDEM). Barton County Emergency Management submitted an updated Emergency Operations Plan to KDEM in October 2013, and received approval, pending formal adoption by the Barton County Commissioners. Miller presented the plan and it was approved. Also approved was a bid from Estes Trash for trash hauling services for six County office buildings to include the Courthouse, Sheriff’s Office and Detention Facility, Health Department, Barton County Office Building, Road and Bridge and Noxious Weed. This was followed by the allocation of $1,500.00 in support funding for the SouthWest Kansas Area Agency on Aging. These funds, which will be used as “Seed Dollars”, are an equivalent match to the $379,655.00 in services received by older residents and low income families from Barton County. The County has traditionally provided this match from the Finance General Account of the General Fund.
