During the last oil boom of the 1980s the North Dakota State Legislature passed a referendum that blocked out-of-state interests from capitalizing on the great wealth that lay underneath its soil. One thing to note, that besides business interests, they blocked much of the out of staters as a whole from entering Northwest North Dakota amidst widespread popular opinion from North Dakota Republicans and the off hand local preacher who always said, dancing is the ways of the devil.. The legislature believed in a free market, but the people had overwhelming influence in the halls of power. Governor Allen Olson had no other choice, but to approve this measure, but in a move of political genius, he still believed in a free market, created a new Department of Human Services after seeing this picture of out of state folks floating on Lake Sakakawea and waiting to come into Northwest North Dakota. The people never knew that roughly .3% of their paycheck was going into this program.
