During the period of constructing and renovating the country, the ethnic minority people always believe in the leadership of the Party, so they work hard to develop their family economy, bringing progress to their village. After 5 years, the economic-social situation in ethnic minority areas have achieved many significant results, with much flourishing in the localitise’ appearance and people’s lives. The ethnic minority people in PhuMo commune harvesting rice SONG HINH DISTRICT: DEVELOPED ECONOMY, STABILIZED LIFE During the past 5 years, Song Hinh district implemented many guidelines, policies and programs by the Party and the State for ethnic minority areas, mountainous areas, including Program 134, Program 135, Rural Clean Water Program, Poverty Reduction Program, resettlement policies, policies of issuing health insurance cards and directly supporting poor households as to the Prime Minister’s decision… Thanks to the above policies the ethnic minority peoples’ lives in the district have been significantly changing throughout fields of life and society. Particularly, for the national target program on building new rural areas, in the last 3 years, Song Hinh district mobilized more than VND 149 billion, completing lots of infrastructure, including 26km of concreted rural roads. During the past time, the ethnic minority groups in Song Hinh district have always tried to promote the tradition of solidarity, patriotism, respect, mutually help to build up our prosperous motherland and contribute to the national defense. Mrs. Cach, Head of Zo hamlet, Ea Ly commune, let known: “Without interest investment of the Party and the State, there would be no concreted roads leading to village and no electricity to use in daily activities and produce, no spacious, clean and nice schools for our children, no infirmary as sickness … Besides, the sectors, levels in the district, the province have helped and supported us with farming method to produce a lot of rice, corn, cassava, sugar cane variety; simultaneously mobilizing villagers to give up backward practices, social evils, preserve and promote our people’s traditional cultural identity.” Mr. Tran Thanh Dinh, Vice Chairman of the People’s Committee in Song Hinh district, let known: “In Song Hinh district, there have been 20 ethnic groups with more than 47,100 people, including more than 21,270ethnic minority people (accounting for 45.16%) . Every ethnic has its own cultural identity, contributing to diversity, richness for Vietnamese culture with advanced and imbued national identity. During the recent years, the Party and the Government in Song Hinh district has focused a lot of resources, implemented integrating programs and projects for economic-social development, offered many solutions to support people with poverty reduction. As a result, every year, the rate of poor households in the district falls from 3% to 5%, with the significantly decreased rate of poor ethnic minority households (accounting for 67.08% in 2011, down to 59.17% in 2013)”. DONG XUAN DISTRICT: PAYING ATTENTION TO POVERTY REDUCTION During the last time, Dong Xuan district always has paid special attention to ethnic minority areas to help improve their material and morale lives. Thus, there has been dramatic changes in appearance in the ethnic minority areas, many households have escaped from poverty, and become rich. According to Dong Xuan District People’s Committee, till the end of 2013, there were 1,936 ethnic minority households and poor families, accounting for 18.27% of the total percentage of poor households in the district. PhuMo commune has the most poor ethnic minority households, as it is a remote area in the district with the severe weather conditions, technical infrastructure has been invested but completed; moreover, people are not familiar with economic development. It is considered an important mission to care for ethnic minority areas, during the recent years, the Party Committee in Dong Xuan district issued Resolution No. 4, the People’s Committee in the district also planned to develop economy-society, maintain national defense-security for ethnic minority areas and exceptionally difficult villages in the period of 2011-2015 with focusing on effectively implementing the national target programs for sustainable poverty reduction. To deploy the undertakings, Dong Xuan district has mobilized all political systems with the participation of all related units and localities; advocated all social resources to care for ethnic minority areas. In order to create favorable conditions for ethnic minority households to develop production, in recent years, banks in the district have settled preferential loans of nearly VND 2.3 billion for 615 turns of the poor ethnic minority households. The district has also implemented 8 models for sustainable poverty reduction, including one cultivating model, 7 livestock models at a cost of over 1.8 billion dongs for 124 poor households in the district with 39 ethnic minority households. Thereby, the ethnic minority households participating the models have mastered how to make effective economy to be able to increase income. In addition, through the vocational training program for rural workers, the ethnic minority children have been trained profession, find jobs, and earn their living. With the above efforts, the appearance of ethnic minority areas in Dong Xuan district has had many changes. There has been much investment into technical infrastructures in all villages and hamlets of ethnic minority areas, including the villages and hamlets of Ky Du (Xuan Quang 2 commune), Suoi May (Xuan Phuoc commune); Ha Rai, Xi Thoai (Xuan Lanh commune) with spaciousness, facilitating for the lives of people here. Lots of communes, Phu Mo commune for example, and many other particularly difficult areas in Dong Xuan district has now moved into the densely populated area, with full of power, roads, schools, stations, communal culture house, centralized system of water supply …, not as backwards as before. Material and spirit life of ethnic minority people have also fully changed fully. Thanks to the active support by the State, many ethnic minority families have escaped hunger and poverty. The number of households knowing how to work and earn income has increased. They not only focus on developing economy, but also learn how to restructure economy, replace a large number of areas of rice-highland fields by paddy fields, grow cattle herds, plant forest and industrial crops for high income. Typically, Mr. Le Mo Don in Suoi May village, Xuan Phuoc commune, has applied the model of cultivating cassava, sugarcane and growing cattle combined with transportation services, which helps him get an annual income of above 120 million dongs. Mr. La Thanh Nong in Phu Giang village, PhuMo commune has got an annual income of 150 million dongs through breeding and planting agricultural products. In addition, Mr. Mang Cu, Mr. Mang Bui in Da Du village, Mr. La Lan Tuy in Xi Thoai village, Xuan Lanh commune with the model of combining livestock and planting forest have got the income of not less than VND 100 million per year. Particularly, Mr. Mang Xiu, Mr. Mang Ky, veterans in Xuan Lanh commune, have earned the incomes of more than 200 million dongs each year thanks to effectively producing and trading. Mr. Pham Trung Chanh, Vice Chairman of the People’s Committee in Dong Xuan district, let known, in the comingtime, the district continues to promote hunger eradication and poverty reduction for ethnic minority areas, including promoting the restructure; continuing to invest in infrastructure; prioritizing ethnic minority households in making loans for production development; supporting vocational training, solving employment for ethnic minority people; simultaneously, resolving the problems of production land, housing, running water for population. A NEW APPEARANCE IN SON HOA DISTRICT Known as the “sugarcane capital” in the province, Son Hoa is known not only for the potentials of agriculture, forestry and minerals, but also being the locality with fast development in infrastructure, social security in the ethnic minority areas. With the special attention by the Party and the State, in recent years, the mountainous district has had outstanding development, shortening the gap with delta area. Currently, the district has 5 communes with special difficulties, including 4 upland communes. Thanks to the national target program on hunger eradication and poverty reduction along with other programs and projects have made Son Hoa district’s appearances sharply change, especially within the past 5 years. According to the People’s Committee in Son Hoa District, from 2009 to now, the programs of 135, 1592, sedentarization have invested in the district with more than VND 53 billion to build 172 works of roads, power, water, irrigation, production soil, residential land, schools, health centers, deleting temporary houses … Therefore, the district’s poverty rate fell to over 2.5% every year. Till the end of 2013, the whole district had 2,425 poor households, accounting for 17.02%, with the poor ethnic minority households of 10.72% in comparison with the total households. Infrastructure investment is quite complete, people feel peace in mind to focus on production, animal husbandry, especially sugar cane with the total area of more than 11,000ha, the largest over the other localities in the province. In fact, sugar cane has become the staple crop and also the most effective kind of poverty reduction and hunger elimination plant in the district. Besides sugarcane, paddy rice is also a kind of dominant crop, helping people in ethnic minority areas settle food in place to confidently invest in developing the household economy. During the working visit to Ea Cha Rang commune a few years ago, General Secretary Nguyen Phu Trong, former National Assembly Chairman said that Son Hoa is one of the country’s mountainous districts with rapidly developed infrastructure, especially transportation systems and productive land. The General Secretary said that, compared with some northern mountainous districts, Son Hoa district has great progress in all aspects. Arriving in Son Hoa district nowadays, especially the upland communes, the ethnic minority areas of KrongPa, Ea Cha Rang, Ca Lui, Phuoc Tan, Son Hoi …, one can feel the wonderful changes. 10 years ago, when coming to the locality, everyone was fed up because of difficulties in travelling, poor and outdated infrastructure, people’s life encountered numerous difficulties, but now there have been “incredible” changes. Electricity, roads, schools, stations and potable water have been invested quite completely, unobstructed roads leading to villages and hamlets, the green color of sugarcane, rice, cassava reaching the foothills, people’s houses are newly built adjacent to the traditional houses on stilts. In each house, people procure televisions, refrigerators, motorcycles … In addition to kinds of crops, thousands of hectares of forest covering the hills is also a great potential to bring a major and sustainable source of income to the local people, contributing to improving the ecological environment. Talking to us, Deputy Secretary of the Party Committee in the district, former Chairman of the People’s Committee in Son Hoa district, Mr. Cao Minh Hoa excitedly said, “Currently, the ethnic minority areas are different from before. Farmers not only enjoy delicious meals and wear beautiful clothes but also even afford expensive motorcycles running on the open concrete roads. At the center of the remote locals, purchasing, selling and bartering goods, agricultural products take place as vibrantly as on the plain.
