EC announces relaxation in Model Code of Conduct: Sachnews Jammu Kashmir Monitoring :: Election Commission of India (ECI) has announced some relaxation in the Model Code of Conduct for the Jammu and Kashmir and Uttarakhand States. Secretary to Government, GAD M A Bhukhari has said that Election Commission of India vide its communication No. 437/ J&K-HP/2014-NS-I/479 dated May 9, 2014, has conveyed that with the announcement of the schedule for General Elections to the Lok Sabha-2014, the Model Code of Conduct came into force on March 5, 2014, which inter-alia imposed restrictions on regular administrative/ developmental work of the State Government. Now, when the polling has been completed in the State, the Election Commission has observed that all normal administrative work and development activities of the State of Jammu and Kashmir and Uttarakhand may now be taken up, except in such districts where re-poll, if any, is pending. The EC further observed that no official connected with the conduct of elections can be transferred till the entire election process is completed and no review meetings can be held by the Ministers or any other political functionaries with election related officials. It has been further conveyed that the payment of ex-gratia compensation to the family of polling personnel who die or sustain injuries while on election duty will be applicable to all personnel deployed in all types of election related duties, all security personnel including CAPFS, SAPs, State Police, Home Guards etc, any private persons like drivers cleaners etc hired for deployment for election duty. The applicable period of election duty would start from the date of announcement of the elections. The expenditure on account of payment of ex-gratia compensation to polling personnel is wholly borne by the Government of India for Lok Sabha elections. All the CEOs/ DEOs shall track such cases and send a consolidated report to the Commission.
