EL PASO DEVELOPER WANTS TO BUILD MIXED-USE PROJECT The El Paso-based River Oaks Properties would like to build a big mixed-use development in the eastern part of El Paso that may qualify for a Smart Code tax incentive. The development would feature a retail center that would go up on some 50 to 60 acres near the corner of Montana Avenue and Joe Battle Boulevard. That property is currently vacant. But also as part of the larger development, River Oaks wants to transform some 220 nearby acres in order to build a series of single-family homes and apartment units. The project is being described as a master planned development. El Paso’s Smart Code offers incentives for projects that emphasize neighborhood planning and are regarded as pedestrian-friendly.
