EN - #DEVE Committee on Development - Matthias BURCHARD (UNRWA): The Gaza Strip was already in a terrible state before the crisis, the socio-economic situation was alarming, just give you one example, in the year 2000 we had 80,000 persons relying on on our food aid to survive, and in June we had 830,000 Palestine refugees relying only on UNWRA for their survival. (...) 90 % of the water in Gaza is #undrinkable, effectively rendering the Gaza Strip according to our calculations in 2020 as an #unlivable place if not drastic measures are taken to address these shortcomings. That is just how it was before the crisis. (...) During the peak of the crisis, out of the 1,7 million, 1,6 million people were completely dependent on the aid of the UN system, mainly UNWRA, was able to provide together of course also with ICC and the Red Crescent. (...) #UNinstallations have been hit multiple times, although their locations have been #WellKnown by #Israel.Their GPS coordinates have been provided to the Israelis and the Israeli military on multiple occasions during that crisis. (...) We assume that it will be around #800million euros to reconstruct most of what has been destroyed. Alone UNWRA would need to the end of this year, our estimation #280million euros for humanitarian aid and first early recovery actions. (...) There cannot and should not be a return to the status quo. This would just be absolutely devastating and essentially you will have the same situation in a years time. FR - Jean-Louis DE BROUWER (Commission européenne, #DGEcho, Directeur des Opérations): L’intervention humanitaire du budget de l’Union européenne sur la crise de Gaza telle qu’elle s’est déclenchée à la suite de l’intervention israélienne s’élève approximativement à 23 millions d’euros aujourd’hui. (…) L’efficacité de l’intervention se mesure à la hauteur du financement, mais elle se mesure aussi et surtout à travers les facilités d’accès humanitaire dont nous disposons, ou pas, pour pouvoir rentrer véritablement en contact, ou pour que nos opérateurs, pour que nos partenaires puissent effectivement rentrer en contact avec les populations bénéficiaires.
