EXPRESSION OF INTEREST FOR (EOI) FOR THE PALAPYE WATER TREATMENT WORKS 1. INTRODUCTION Water Utilities Corporation (WUC) was established in 1970 through an Act of Parliament. Until May 2009, the Corporation`s mandate was to provide water in urban areas. The mandate of the Corporation was expanded in 2009 under the Water Sector Reforms programme where the Corporation has taken over water and wastewater services in the villages previously supplied by the Department of Water Affairs and Local Authorities. The programme is planned for completion by 2014. The Corporation is a Parastatal organization wholly owned by the Botswana Government. A Board of Directors appointed by the Minister of Minerals, Energy and Water Resources is the overall authority responsible for policy formulation. WUC has eight Departments; Chief Executive’s Office, Technical Services, Operations, Corporate Services, Finance, Infrastructure, Human Resources and Administration and Internal Audit. The Operations Department is further broken down into 16 Management Areas that are spread across the country. The Heads of Department, report to the Deputy Chief Executive who in turn reports to the Chief Executive Officer. The Corporation seeks to invite reputable Engineering Firms to express their interest in the work package stated below and to submit company details as described below prior to tendering. 2. BACKGROUND The project site and location is limited to the Palapye Water Treatment Works approximately 270km of North of Gaborone the Capital City of Botswana. • Palapye is currently supplied by the existing Water Treatment Plant designed to produce 14Ml/day and 17Ml/day on overload. The plant was constructed almost fourteen years ago as part of the NSC 1 water project and has reached its design life. The plant has also been supplying Serowe since 2011, thereby increasing the load on the plant to proportional levels. • The treatment process of the existing works comprises chemical dosing, flash mixing, clarification, filtration, disinfection, sludge thickening and supernatant water recovery, filter wash water recovery, on-site electrolytic chlorination (OSEC). • Palapye is a growing urban center which is expected to be an industrial hub in the not so distant future. This can be evidenced by the recently completed expansion of the Morupule power station coupled with the parallel expansion of the Morupule Colliery Coal Mine. Other recently completed developments include the new Botswana International University of Science and Technology (BIUST), the new Palapye Police Station, the Steel pipe manufacturing plant. • There are other Civil Engineering construction projects currently in progress in the Palapye area which include the recently completed equipping of 3no. boreholes and construction of Transmission pipelines, Collector Tank and Pump Station at Patikwane wellfield, construction of the NSC 2.1 pipeline project, construction of Infrastructure Development at Dibokwe Extension 11, construction of several housing schemes for BHC in Palapye Extension 11 and construction of Palapye Bus/Taxi Rank • The facility will be expected to produce 25Ml/day of potable water treated from raw surface water from Letsibogo Dam and/or Dikgatlhong Dam to meet the acceptable drinking water quality standard BOS 32:2009 class 1. 3. SCOPE The scope of service is to; • Carry out an Engineering, Procurement and Construction (EPC) or Turnkey Contract by engaging a specialist Design and Build Contractor for the appropriate technology based on a conceptual design that may be undertaken by others or the Client for the Palapye Water Treatment Works Expansion. • Contracting firms domiciled in Botswana must in order to be considered for the EOI be registered with the Public Procurement and Assets Disposal Board (PPADB) in Code 03 Civil Engineering Sub-Code 24 Water Treatment Plants. • Foreign firms shall demonstrate that they are appropriately registered in their country of domicile and have the requisite experience in executing works of a similar nature, to be considered for the tender. 4. DETAILS TO BE SUBMITTED In order to be considered for work associated with this project, tenders must include the following details in their submissions; i. Present a proposal addressing the technology that the Contracting firm specializes in. ii. A proposal demonstrating a clear understanding of EOI or best practices. iii. Details of previously completed contract of a similar nature iv. Details of office base v. Specific methodology and resources to be applied to the Contract/s to achieve the programme. vi. A method statement of how the work shall be conducted with reference to equipment to be applied vii. PPADB Certificate(as above) or equivalent, share certificates and identity documents for Directors and Shareholders. viii. Project organogram ix. CVs, identity documents and copies of academic qualification for key personnel 5. Delivery, Date and Time Documents should be delivered by hand to arrive not later than the closing date for receipt of Tender that is 14:00 hrs on 29 January 2015.
