Egypt | TERMS OF REFERENCE CONSULTANT TO WORK ON UPDATING THE LEGAL DATABASE OF THE LEAGUE OF ARAB STATES I. BACKGROUND The United Nations Entity for Gender Equality and the Empowerment of Women (UN WOMEN) in partnership with the League of Arab States, Women, Child and Family department (LAS) is embarking on updating the existing legal database of LAS. The database provides an overview of all legislation in the Arab States pertaining to women and gender equality. UN WOMEN has as a regional priority area the political and economic empowerment of women, and has recently launched it´s flagship programme in this area. LAS is a natural counterpart on regional work in the area, including on producing joint research and studies which can form a basis of future interventions and programming. II. OVERALL GOAL OF THE CONSULTANCY UN WOMEN and LAS are looking to update the legal database with a focus on constitutions, and specifically the new constitutions emerging in the region. The overall goal of the consultancy will be to update the component of the database pertaining to constitutions and conduct a brief analysis of the rights of women in the new constitutions. III. SUMMARY OF DUTIES AND RESPONSIBILITIES Under the joint supervision of the UN WOMEN Deputy Regional Director and the Director of the LAS, women child and family department, the consultant will be responsible for conducting a desk review to update the constitutional component of the database and provide an analysis of GE in the emerging constitutions. Following the update, LAS and UN WOMEN will host a media roundtable discussion on the outcomes of the analysis Specific responsibilities will include: i) Update the constitutional component of the database to reflect the changes in the region ii) Conduct a gender analysis of emerging constitutions iii) Support in the organization of the media roundtable discussion, including identifying participants, moderators, drafting the agenda, and providing substantive input iv) Report from roundtable discussion IV. DELIVERABLES • An updated database pertaining to constitutions • A gender analysis of new constitutions • A successful media roundtable discussion and subsequent report V. DURATION AND TERMS OF PAYMENT The work will begin on June 20, 2013 and be completed by September 20, 2013 During this period the consultant is expected to exert the relevant level of effort to submit the above deliverables. VI. QUALIFICATIONS Academic expertise: Advanced degree (preferably PhD) in gender/women´s studies, relevant social sciences, political science/ international affairs, law, human rights or a related field Technical expertise: In depth knowledge of gender issues in the Arab region, with a specific focus on legislation and policies. Demonstrated research and analytical skills Work experience: Minimum 15 years’ experience in the area of social sciences, specifically in conducting research, background working with legal documents desirable. Experience in data analysis Demonstrated ability to work in an independent manner; ability to organize work efficiently and deal with multiple tasks. Skills necessary: The ability to work as a member of, and lead a team. Excellent writing, analytical, research, and communication skills Languages: Fluency in English & Arabic is required, French is an asset - the final analysis will be in Arabic and be translated into English by UN WOMEN How to apply: Please send your CV to: [email protected] and NOT later than close of business June 15, 2013 The post title should be placed in the email subject
