Eighth Street between Locust and Olive (across from the Old Post Office) sometime before 1896 and in June 2011. Believe it or not, the first two buildings appear in BOTH photos. In the 1970s, some moron thought it would be a good idea to remove the uppermost stories of the Columbia building for tax purposes. The building on the right in the original shot is the Turner Building. It was torn down to make way for the Chemical Building (1896) and I think construction must have started even earlier than that.
