El Watan / International Relations / #Algérie / #Egypte Between the Algeria and Egypt, the cooperation is no longer an option, but a necessity hundred days have passed since the Presidency of Al Sissi. In Egypt, time is not on the balance sheet but to action, since threats persist: Daesh, Libya, Iraq, Syria... Decryption of Ammar Ali Hassan. -The recent visit of John Kerry, Secretary of State of the United States, last week in Cairo, reaffirmed the role that will play Egypt in the fight against terrorism in the Sinai, in addition with the increasing risk of the EIS. What do you think of the American approach? I sincerely believe that the United States have created Daesh and today they instrumentalize it for some objectives of defence and control in the region. Including destroy Bachar Al Assad, resistance South of the Lebanon and push toward ideological, or religious war against Lebanese Hezbollah. This will stimulate other groups settled in the Lebanon. Thus, the United States will finally hit, thanks to these pins, the Iran. The allies of the United States do not defend their country against terrorism, but actively contribute to the emergence of Daesh, some without realizing it, since they are obsessed by the Americans. The American intervention in Iraq is the perfect example: If the United States really wanted to solve the problem of terrorism, they have the technical, military and human resources to do so. Daesh eradication policy used by the United States is just a cover. -This is also valid for the french Minister of defence, Jean Yves Le Drian... The France remains faithful to its policy since the Gulf war; the approach is probably not the same as that of the Americans. Even if governments succeed one another, the vision of Chirac are more palpable, i.e. not to intervene militarily in Iraq. Of course, this very displeased the Americans, this is also an issue debated in the Security Council since years. These are two rival countries that come with two military traditions, so two different visions. -If the United States conspire as you support, how to explain the fact that they have recently established Egypt in Apache helicopters? Obviously, this material will encourage the Government of Cairo killing Daesh positions and lead us into a war. However, the current Egyptian Government, which has just to close 100 days of governance, categorically denies the idea of intervening in other territories. Counter-terrorism is not a U.S. struggle or military, it is mostly religious and cultural. -Do you think the president Al Sissi will access the American wishes after his exchanges with John Kerry? President Al Sissi was clear during the visit of the Secretary of State of the United States saying that it is now necessary to create an international coalition to fight terrorist groups across the Middle East and that it is not a struggle that would lead only Egypt and the United States. -Today, Egypt is threatened from the inside but its borders also. What is the best way to repel any attempt of destabilization? The Government of Al Sissi is a reflection of regional struggle. For example with regard to the Libya, this requires the effort of countries such as Algeria, Tunisia, the Morocco and even the countries of West Africa. The chaos that reigns today in Libya has and will have negative consequences for our country, in medium and long term. Cannot reject Libya, part of our continent, which is a country in crisis on the pretext that it is safe in his own country. This sense of security will not last because sooner or later the question of the Libya again more violently, especially if we let the situation rot. -A regional coalition would be a sustainable solution for the Libya? Obviously! I am convinced that the stability of the Libya wishes to a solution that will offer the Egyptian and Algerian Governments for final action. This solution will contribute to the reconstruction of a new Government which will be able to cope with all the militias which are corrupting the country since the fall of El Gueddafi and to bring together tribal leaders, because they are very good allies, necessarily indispensable to crisis. -The solution you are talking about would be military? Altogether. Jointly, Egypt and Algeria, thanks to their efforts, can militarily to no longer make the Libya a weak link that undermines him only the Arab world. This is an opportunity for the two countries to work on a file they know perfectly and take the opportunity to rebuild bridges over the diplomatic and especially economic plan where they would be winning. Imagine the Algeria and Egypt, two towering leaders on the African continent, become real economic partners, add the Libya and you will have a perfect reason to destabilize the regional equation. Algeria, with its experience on security, is able to help strongly. The black Decade was a misfortune, but has helped the Government to identify the roots of evil. In my opinion, this cooperation is no longer an option, but a necessity for the Algeria and Egypt. -What is the political situation currently in Egypt? After the revolution, there were many economic problems, corruption, lawsuits, injustices also. I believe that the new administration is trying to bring some stability and provide to the Egyptian people minimum. Thats not to say that this is enough, but after so much tumult with the Muslim Brotherhood and the fall of Morsi, we are not at the point of no return. The Government of Al Sissi has the air you want to exit the Egypt of his shadow back on track the political institutions and rehabilitate the mechanisms of the State. On the safe side, the vigilance is also a priority; military action in the Sinai is permanent. -What future has the Islamic current in Egypt, in particular that of the Muslim Brotherhood? The Muslim Brotherhood should apologize to the Egyptian people, they have never served it. Since its inception and until the 1940s, they have never contributed to the emergence of the country. The evidence goes back to their last fall when they put the country at risk to stay in power. It is the first time in the history of the Islamic current they get into conflict not only with the State, but also with any company that stood to refuse dictatorship. The Egyptian people expressed in mass to reject extremism and protect its achievements. -Do you think that a reconciliation between the State and the Muslim Brotherhood is possible? History confirms that the Muslim Brotherhood benefited reconciliations over time, four to be precise. This movement has always adopted the same strategy to achieve power; This was the case with the King Farouk, Gamal Abdel Nasser, Anwar Sadat and Hosni Mubarak. Even president Al Sissi has suggested to open the debate with the Muslim Brotherhood, thing that the Egyptian people have refused, as long as they represent a political group. Today, the Muslim brothers are treated as individuals belonging to the same social fabric and not a political current.
