Emergency Headlines 12.8.13 HORN, EAST, CENTRAL AFRICA Somalia Each year, Somali migrants around the world send approximately $1.3 billion to Somalia. These flows, facilitated by money transfer operators (MTOs), represent a significant share of Somalia’s economy and help reduce Somalia’s reliance on assistance from foreign governments and international organizations. Continued support from the Somali diaspora is essential for Somalia to successfully emerge from its protracted state of crisis, as well as to build the foundations for its long-term development. However, some banks perceive Somalia as a risky destination for money transfers, and some have closed MTO accounts. Further bank account closures could endanger Somali lives and interrupt economic development. Oxfam has contributed to a briefing paper which investigates these obstacles and offers recommendations for preventing these disruptions and enhancing the security of the remittance system. You can read it here: oxfam.org/en/policy/keeping-somalia-lifeline-open DRC Renewed fighting in several different areas of Eastern DRC has led to yet more displacements. In the southern province of Katanga, Oxfam’s rapid response team of engineering and health experts is working to provide latrines, water, and public health awareness to up to 40,000 newly displaced people in about 7 sites. In the North, fighting around Beni has caused several thousand people to flee to neighbouring Uganda – see below. Uganda 17,000 Congolese have arrived in a transit camp that has a realistic capacity to house 12,500. While we are providing water in this camp as an emergency measure, we are also helping assess conditions in another existing camp to see if it could absorb more people if they were prepared to move voluntarily. We would therefore work to improve the longer term water supply to this camp to help people make the decision to move. Funding is a major problem though....
