Employment Opportunities Powered by NEOGOV Job Title: Director, Information Technology (Network Administrator) Salary: $74,254.00 - $91,310.00 Annually Job Type: Full Time Location: City of North Chicago Public Library, North Chicago, Illinois Print Job Information | Apply Description Benefits Supplemental Questions Under the direction of the Mayor and Chief of Staff, this position is responsible for the planning, directing, and administration of City of North Chicago computer maintenance, implementation, training, and system design. The incumbent in this position will perform and supervise a variety of highly technical and professional duties in the administration of the City’s computerized system in various areas throughout the organization including; public safety, human resources, community development, finance, and general operations. Essential Functions: The following essential job duties are listed in order of importance, with the most important duty listed first. The Network Administrator provides leadership and strategic direction to Information Technology staff. In this role, the administrator provides citywide administration of NT servers and networks, drives the department towards the implementation of the organizations technical initiatives; works in partnership with management to update plans/goals on a regular basis; acts as the main liaison between the IT Department and its internal customers (e.g., staff, line managers, executive management); and develops working relationships with a functionally diverse staff of internal customers in order to identify workflow and/or technological improvements. - Oversee the use and support of citywide technology; - Support the purchase and implementation of new hardware and software; - Proactively identify business process areas where improvements can be made resulting in measurable savings of time, effort and money; - Work with internal stakeholders to scope projects and prioritize their implementation; - Bring process management acumen and discipline to the implementation and support of new systems and re-engineered process; - Identify ways in which technology, such as GIS, can be used to improve business processes; - Coordinate the development and execution of a performance measurement system that ties into the City’s budget and strategic plan; - Leverage and schedule resources in IT to ensure effective and efficient service delivery; - Monitor technology, GIS, Project Management process improvement for best practices; - Prepare an annual budget for the department - Create development plans for IT staff representatives; - Establish and maintain positive working relationship with colleagues and the general public. The Network Administrator may be required to attend various City Council meetings as well as meeting held by Council committees, City committees, neighborhood groups, and meetings with other agencies. Minimum Qualifications: The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential functions: Education: This position requires a Bachelors degree in Computer Science, Business Administration, Public Administration or a related discipline from an accredited college or university. A Masters degree in Computer Science, Business Administration, or Public Administration is preferred. Additionally, this position requires at least eight (8) years of increasingly responsible and relevant experience with government/municipal management, business processes and technology. This must include five years of direct supervisory and upper management responsibility. Direct, Applicable, and Demonstrated Skills and Experience: Experience planning, organizing, directing and conducting administrative and management functions of a department; Experience acting in a leadership capacity in the technology and project management fields; Experience with managing a large and functionally diverse group of employees; Experience with simultaneously managing employees and portfolio of projects; Experience in information technology project management and a thorough understanding of unique challenges/projects faced in the arena of local government; Experience with preparing budgets and scheduling resources for complex technologically based projects; Experience with performing business process improvement exercises; Experience in organizations where participative management concepts and strong customer service prevail; Ensures availability and reliability of the LAN/WAN network system operations; Plans, installs, monitors, and administers NT servers, network equipment, server peripherals, and backup systems. Maintains a hardware and software inventory for every network computer; Oversee the implementation and development of a Help Desk environment maintaining problem tickets; Skill in sound problem-solving, communications, managerial and budgetary skills; Excellent communication skills; including written, verbal, listening and public presentations; Skill in business software applications; including but not limited to Microsoft Word, Excel, and PowerPoint; Knowledge of the principles and practices of governmental organizations; Ability to establish and maintain effective working relationships with a diverse group of internal and external customers (e.g., employees, citizens, and elected officials). Ability to learn, understand, and apply federal and state statues, City ordinances, rules, regulations, and procedures Ability to articulate complex issues in a manner understandable by lay persons; Ability to read, understand and interpret statues, rules, regulations, ordinances, policies and procedures, journals, newspapers, memos, letters, reports, legal documents, and financial documents.
