(English follows) RAPPEL IMPORTANT : Révision officiel du Plan Officiel des CUPR et usine d’asphalte. D’abord, il est important de comprendre que ce qui suit: • la réserve d’agrégats qui était identifiée sur la zone ANSI est enlevée dans le nouveau plan officiel..... CEPENDANT.... bien plus important..... • une nouvelle réserve d’agrégats..... BEDROCK... est apparue très précisément sur le terrain maintenant appartenu par P.B. PAVING & LANDSCAPING.... • ce qui a comme conséquence QUE maintenant P.B. PAVING & LANDSCAPING (ou autres développeurs potentiels dans le secteur des industries lourdes) n’a plus à faire de demande d’amendement au Plan Officiel pour l’implantation d’une usine d’asphalte (ou activités du même type) mais seulement une demande de changement de zonage auprès de la municipalité... une pression importante pour la municipalité..... Que peut-on faire dans le cadre de la révision du Plan Officiel? • l’essentiel est de soumettre un document écrit, pour avoir droit à un appel à la CAMO – Commission des Affaires Municipales de l’Ontario. L’impact sera d’autant plus grand si un grand nombre de personnes écrivent à Comtés Unis… • il semble à prime abord qu’il faut demander de retirer la nouvelle réserve d’agrégats, cependant l’argument n’est pas fort……… il y a de la roche..... et cela sera difficile à contredire............ Voici quelques suggestions (et svp partagez les vôtres! ) : • demander qu’une étude PUBLIQUE (non pas des études financées par des entrepreneurs privés sur un terrain particulier) soit effectuée pour définir les limites du KARST........... • demander qu’une étude hydrogéologique PUBLIQUE soit effectuée pour évaluer les risques de contamination des puits et des rivières avoisinantes.... • compte-tenu de la proximité des rivières, d’une zone karstique actuellement non définie, d’une zone de terrain instable, demander que la région de Jessup’s Falls (avec les nouvelles limites proposées par la municipalité – résolution 2012-528 de la municipalité) soit exempte et protéger de développement industriel lourd et ceci même si des réserves d’agrégats sont présentes... • rappeler et supporter les résolutions de la municipalité – résolution 2012-448 du 13 août 2012 et résolution 2012-528 du 15 octobre 2012 (disponible sur le site de la municipalité dans la section procès-verbaux).... la municipalité a des préoccupations et nous les citoyens appuyons les demandes et préoccupations de la municipalité..... Finalement, il est très IMPORTANT de se présenter en grand nombre à la réunion publique – mercredi 13 novembre à 13 h aux Comtés-Unis à l’Orignal – pour démontrer que nous concernés et même opposés à un développement industriel lourd dans la région de Jessup’s Falls!!! Merci! ----------------------------------------------------- IMPORTANT REMINDER : Revision of the Official Plan and asphalt plant First off, it is important to understand the following : • The aggregate reserve that was on the on ANSI (area of natural and scientific interest) has been removed in the new official plan proposition… HOWEVER… and this is more important… • A new aggregate reserve – BEDROCK – has appeared very precisely on the land that is now owned by P.B. PAVING & LANDSCAPING • THEREFORE, now, P.B. PAVING & LANDSCAPING (or any other heavy industry developers in the area) no longer have to ask for an amendment to the Official Plan for an asphalt plant (or any other similar type of activity), but only for a zoning change from the Municipality…. Which is big pressure for the municipality… What can we do within the context of the revision of the Official Plan? • The most important/essential thing is to submit a WRITTEN opposition in order to be allowed to make an appeal to the OMB (Ontario Municipal Board). The more people who write, the bigger the impact! • It seems obvious that we need to remove the new Aggregates Reserve, but the argument isn’t very strong, because it will be hard to contradict that there is Bedrock there…. Here are a few suggestions (are please share yours!) • Ask that a PUBLIC study (and not a study financed by a private company that has interest in a particular parcel of land) be conducted to define the specific limits of the KARST…. • Ask that a PUBLIC study be conducted to evaluate the risks of CONTAMINATION of underground water and neighboring rivers…. • Given the proximity of rivers, the presence of an undefined karstic zone, of unstable land, ask that the Jessups Falls region (with it’s new limits proposed by the municipal resolution 2012-528) be exempted of industrial development and this despite the presence of aggregate reserves… • Remind and support the municipal resolutions – resolution 2012-448 on August 13th and resolution 2012-528 on October 15th 2012 (available on the municipalities website, in the Minutes sections)… The Alfred-Plantagenet municipality has preoccupations and the citizens support the demands and preoccupations of the municipality! Finally, it was very IMPORTANT to have a big turnout at the Public Meeting on Wednesday November 13th at 1pm at the United Counties in l’Orignal – to show that we are all concerned and even opposed to heavy industrial development in the Jessups Falls region!
