Evaluation Consultancy job! Terms of Reference for the evaluation of: Food Security and Disaster Risk Reduction for Marginalized People in Rural Areas of Eastern Nepal About the project The project aimed to empower 5,300 food insecure rural households in three districts to bring about a long-term improvement in their food situation independently through the sustainable use of the available resources, and to enable selected communities to be better prepared for extreme weather events (disaster preparedness). Structures and mechanisms to foster the participation of different population groups in decision-making processes at village level were promoted and refined. A targeted attempt was made to ensure that the local authorities are involved in all the project activities on an ongoing basis. To enable the target group to play an active role in local planning and decision-making processes, the project supported the formation of 6 development committees; the formation and institutional development of user and self-help groups (SHGs) and disaster risk management committees; and the construction of 6 community centres. The targeted development and promotion of integrated agricultural production systems (particularly agroforestry systems) helped towards increasing and diversifying smallholder production. Following interventions had been implemented: • Training in form of Farmer Field Schools • Establishment of kitchen gardens • Cultivation of fruits and vegetables (diet diversification) • Improvement of animal husbandry • Awareness raising within the community of health and nutrition • Promotion of local seed production • Development of appropriate irrigation systems • Exchange programmes and youth training • Improvement of 20 km road (access to market) • Construction and rehabilitation of irrigation systems Welthungerhilfe has initiated the project with the support of the German Ministry of Economic Development and Cooperation (BMZ) in September 2011. The planned 3 years implementation phase has been extended by 3 months so that the completion will be done by end of this year. Objective of this ToR This terms of reference is looking for proposals to review the above mentioned programme in 6 VDCs of three districts in Eastern Nepal (2 VDC in each district) namely Gelu and Gisapani VDCs in Ramechap district, Jante and Letang VDCs in Morang and Siddapokhari and Siddakali VDCs in Sankhuwasaba district. The direct beneficiary group consists of 1.500 smallholders (50% women) next to 50 farmer groups and 6 cooperatives. The review will be conducted by a mixed team of an international expert in agricultural sciences who will also act as the team leader and a national evaluator. The period for the evaluation is fixed for 16 field days in the beginning of December 2014. Additional some days are required for review of project and related documents as well as report writing. Key tasks for the evaluation are as follows: - Review project documents and reports to gain in-depth understanding of the project - Interactions and meetings with individuals and target groups in all 6 VDCs of the three target districts - Field observations - Discussions and interviews with the Local Development bodies such as VDC and DDC in the respective three districts - Interactions with line agencies such as District Agriculture Development Office (DADO), District Livestock Office (DLSO), District Disaster Relief Committee (DDRC in Ramechhap and Morang only) and District Cooperative Office (DDO) - Discussions with RRN Project Manager, regional based and field staff, Executive Director and Welthungerhilfe staff Guideline of the evaluation The evaluation should reflect following parameter based on DAC criteria: - Relevance (Appropriateness according to the need, coherence with the policy environment, Internal logic and coherence of the project) - Efficiency (Implementation process, Output) - Effectiveness (Cost effectiveness, Use of output) - Impact (Social and environmental impact, Impact on economic opportunities, Looking into indicators) - Sustainability (Ownership of the community, Economic and financial sustainability, Institutional sustainability) Particular focus of the national evaluator lies in the review of the participatory development processes which had been initiated to set up and consolidate institutions and structures at community level. Furthermore to observe and assess whether the communities, civil society groups, local institutions and local authorities use their capacity, mechanisms, and structures in a sustainable and effective manner to deal with community issues and improve disaster preparedness and management. The evaluator should have a solid knowledge in a) organizational development and b) local governance and c) gender/social inclusion issues. It is expected that the evaluation report will contain case studies, comments of the beneficiaries, recommendations for processes and approaches, techniques and future possibilities of mainstreaming. The consultant is also requested to submit any raw data and photographs collected during the review.
