Ever wonder how a bill becomes a law? Heres step 2 of 3... A Senator who chooses to introduce a bill must be recognized by a presiding officer and announce its introduction. The bill is then referred to a committee where the same process is followed as in the House committees. The committee then votes on the measure so that it can be placed on the Legislative calendar. The Majority Leader determines when the bill will be debated. Debate time is limitless most of the time. 3/5 of the Senate or 60 votes are needed to end debate on an issue. If this decision (called cloture) isnt invoked, then Senators can filibuster a bill, which can defeat a bill by not allwoing it to be voted on. If the Senate agrees to cloture, then debate is limited to 30 hours.
