Exasperated Pelham Parkway residents have begun plotting a strategy to battle a notoriously rotten landlord who appears to be up to his old tricks. Phillip Goldfarb bought three six-story apartment buildings on Pelham Parkway, and one on nearby Matthews Ave., for $52.5 million on Jan. 31, according to city documents. Six months later, residents are complaining about rent hikes and cuts in service. “The neglection of services and harassment of tenants is malicious intent creating emotional distress,” said Andrew Goebel, 41, who has emerged as a leader of the tenants.
