They have the votes. The republicans can cancel part our all executive orders from all past Presidents and from Obama. They have the right over ride president send troops into Iraq The have the CONTROL they just need to enforce their power. Congress has the power to overturn an executive order by passing legislation in conflict with it. Congress can also refuse to provide funding necessary to carry out certain policy measures contained with the order or to legitimize policy mechanisms. In the former, the president retains the power to veto such a decision; however, the Congress may override a veto with a now 60% majority to end an executive order.
