Express-Times 9-17-14: Allentown school administrator facing termination sues district New details in Rosados lawsuit claim that Mayo and David Wildonger, the districts chief operations officer, attempted to save the district money by depriving students with learning disabilities of educational opportunities. Students with emotional disabilities require teachers with special education certifications, but the lawsuit claims in November 2013, Mayo and Wildonger attempted to bypass this by ordering Rosado to label such students as disruptive, even though they were not. Rosados lawsuit also expands on his claims that Allentown teachers bullied or harassed students based on their race. According to the lawsuit, 98 percent of the districts alternative education students were minorities during Rosados tenure. Out of 250 students, Rosado was receiving 40 or more daily claims of disciplinary complaints that required students to be removed from the classroom, it states. The practice (was) so out-of-context that certain teachers would report all of their students so they had no students in the classroom and thereby created a day off with pay for themselves, the lawsuit states.
