FAA denies LAX request to limit late-night flights over neighborhoods The Federal Aviation Administration has denied a request to limit late-night flights that community groups say contribute to noise pollution in the South Bay. Los Angeles World Airports had asked the FAA to restrict eastbound departures from midnight to 6:30 a.m. Weather permitting, most red-eye flights take off over the ocean as part of a voluntary noise reduction program called Over-Ocean Operations, which began in 1974. However, an average of 65 planes a year choose to depart toward the east every year. These flights tend to be high-capacity planes that want to take advantage of the slight downhill slope of the runway for planes departing to the east. Wind patterns also can be a factor, and some pilots feel conditions are more favorable when flying into the wind. The application that LAWA officials sent to the FAA would have required heavy planes to unload passengers or cargo to safely take off toward the east.
