FACTS Hiiraan was one of the founding eight regions that exist as of Italian Administrative before 1954. Hiiraan was the 4th largest voting population after ex Banadir, Northwest and Alto Jubba in 1964 & 1969 election. Hiiraan had 17 electoral seats out 123 Somali that is about 14% seats of Parliaments between 1960 to 1969 military coup. If we apply 14% statistics to today’s 550 TFG Parliament HIIRAN deserved about 77 seats of the current Parliament. Hiiraan used to enjoy not less the 2 or (12%) of 18 cabinet post from 1960 to 1969 military coup since 1960. Hiiraan is the only the region that exist since 1960 that no factory or big national project was built in it. New Requirements To consult with each other to explore a good recommendations for setting up strong Hiiraan Regional Government when time is right.To initiate, discuss and deliberate all options based on inclusive representation and wide consultations on system of Regional Government /authority and members of future Hiiraan Regional Administrative Government.To seek and secure collective involvement, process of decision making and approval, now and the next Conference through participation of all Hiiraan communities to be fair and justice to all.Hiiraan Regional Administrative Government shall be based on true representation of the people, by the people and for the people. Strategy: 1. TFG policy of regional government of two (2) and regions to form a government is not perfect idea and unconstitutional.TFG must clearly define specifications and general conditions why a region like Hiiran can’t stand alone to form government.TFG policy is consistently tilted to create undesirable union as opposed to the sustainable regions therefore one must not allowed. The participation and representation of Hiiraan shall be very fair on the basis of every constituency relative to population proportion and ratio to all communities with no exception. No Clan advocates, Federal promoters and other regional supports are tolerated to undermine the future interest of Hiiraan.What is morally good for all Hiiraan is good for everyone. No pressure from Federal Government is tolerated to undermine the desire of Hiiraan people . Current issues: 1.After 20 long years of civil war Somalia is in new incentive and realities are emerging where ordinary people, intellectuals, politicians, social leaders and others are lining up to have a jump start on regional and new national agenda. 2. United Nations Political Office for Somalia (UNPOS) moved from Nairobi to Mogadishu to facilitate and have impact on new the constitution many influential tribes and regions established coordination activities with that office what we have done so far in this regards? 3. It is now confirmed that the transitional government in Somalia must end by August 2012 with no further extensions. Do we deserve to wait and see what others impose or allocate for us? Or we need to be prepared ahead? 4. The Somali people in 18 known regions must determine pass the new constitutions, the shape of future politics – so where are we in this important track? 5. In some areas Al-shabab is allowed if they denounce terrorism to have representation are you willing Al_shabab to represent you? 6.After London Conference a Joint Financial Management Board to improve public infrastructure and financial management was established. Some regions are listing their project priorities of schools, hospitals and water projects and etc. Do you believe we no single project? I guess no. 7.Establishing security is essential for making political progress. That’s why the international community & AMISOM extend to establish police and military force based national representation. Would you like until you were called to act? 8.Somalia’s regions of relative stability will qualify for aid and establishing a new fund to resolve disputes at the local level, provide jobs and basic services that local people need and support the development of the local authorities. The British Government alone contributed £15 million and several countries followed the suit. Who you think need this more than Hiiraan? 9.The issue of formation Regional Governments by regrouping the existing regions is another interesting matter.
