FEMA is supposed to be friendlies...This fella stems to have some proof of something that doesnt happen in the coming conflict. He says hes found records of restraints installed in trains. There are no restraints of any sort used in the past in the uS (or on Jesus Christ, for that matter). We displace enemy, or if the enemy wont leave then neutralize the enemy. Not one wrist, ankle, waist, or any other part of any human body will be restrained throughout the entire theater of the second US Civil War...Thats also a way that we do whatever we want, by registereing anything that seeks to restrain anything as those usurping depotic policing in the US, and thereby enemy combatants. General, Im thinking the wealthy may feel they are influencing FEMA...better send JJ or somebody to find out if this guy is right...Police may detained under Geneva convention criteria. That means outdoor sports, good food, an open place to roam, and first rate medical care. Also that means respecting their duty to escape. There are no reprisals for escape attempts. However, those that refuse to voluntarily return back to their camp are neutralized on the spot...Thats war-really concerned about human rights, and humanely concerned for those that dont, wont, or cant fit in when taken out of the conflict for their own welfare...
