FOCUS ON CITY HALL - August 15, 2014 Newsletter Many of the Citys projects have been managed by an outside consulting firm, Independent Project Managers (IPM). Most recently they were sole sourced to be the project managers for the Consolidated Operations Centre on Wentworth St. E. Ironically, they were also the project managers for Durham College when the property was acquired by them. I say ironically because IPM found deficiencies in the building when they did the due diligence on behalf of the City. Denis OConnell appears to have a senior position in IPM. He has also supplied advice regarding renovations to the second floor of Rundle Tower and apparently is an owner or partner in the Core 21 building in downtown Oshawa, a business that has been seeking funding from the City for an elevator in their building. Independent Project Managers were hired to manage the following construction projects by the City: City Hall Master Plan City Hall Revitalization Project (demolishing the old wing at City Hall and building a new addition) Civic Recreational Complex Renewal Project Harman Park Arena Renovation There may be others as well since I havent been able to determine who the project managers were for the Legends Centre, the Donevan Recreational Complex Renovations, the South Oshawa Community Building, or the General Motors Centre. However, it is interesting to note this reference: April 8, 2010 Council Meeting: Warren Young, Independent Project Managers, addressed City Council on behalf of Lawson Gay, Denis OConnell and Chris Baylis concerning the proposed Student Accommodation Strategy stating they are ready to develop 1569 Simcoe Street North if the proposed incentives in Report CM-10-11 are passed. They were seeking tax concessions under the College Area Renaissance Community Improvement Plan. I am rather surprised at IPMs involvement in so many projects in the City of Oshawa.
