FOR PRESS STATEMENT FOR IMMEDIATE RELEASE PRESIDENTIAL BYE-ELECTION 2015 CAMPAIGN TRAIL Green Party on Participatory Democracy One of our key principles that guide our direction as Greens is Participatory Democracy. in the Green Party we strongly believe in a process emphasizing the broad participation of constituents in the direction and operation of political systems. We believe that the power behind any democratic system are the people . Hence, all democracies, including ours, must be participatory. We advocate for more involved forms of citizen participation and greater political representation than traditional representative democracies. We strive to create opportunities for all members of our population to make meaningful contributions to decision-making, and seek to broaden the range of people who have access to such opportunities. In this regard, if elected, and we form Government in January 2015, we will develop and implement policies, laws and strategies that ensure all elected representatives are committed to the principles of transparency, truthfulness, and accountability in governance. To achieve this, the Green Government will, within the first year: 1. Develop a Leadership Code for all elected representatives intended to promote transparency, truthfulness and accountability 2. Ensure all electoral systems are transparent and democratic, and that this is enforced by law. In this regard, the Green Government will develop a penal code and fast-track court system intended to deal specifically with election-related issues, including petitions, offences and malpractices 3. Develop a postal-vote and biometric voting system to ensure eligible voters out of jurisdiction of their registered polling station, for whatever reason, are accorded an opportunity to vote at little or no cost accruing to the voter personally (this will include Zambians living in the diaspora) 4. Ensure that all electoral systems are based on proportional representation, and all elections are publicly funded with strict limits on, and full transparency of, corporate and private donations. For this reason, the Green Government will develop policy and legislation to ensure transparency on sources of campaign funds as well as limit donations to parties and candidates by corporations and private individuals 5. Ensure that all citizens have the right to be a member of the political party of their choice within a multi-party system. Hence, the Green Government will review legislation and policies that bar specific individuals and representative, including but not limited to chiefs and civil servants to belong, support and contest elections on the platform of parties of their choice. A Leadership Code to be developed, as stated above, will also include promotion and guidance on participation of all citizens in the multi-party system
