An offence or crime is to be reported at the nearest Police Post, Police Station or to any Police Officer found nearest to the place of occurrence. If the circumstances are such that delay in reporting the crime would lead to escape of a criminal or any immediate help is required, the matter may be reported on Police Emergency Telephone No. 15. Q. I want to report a crime but want to remain anonymous? What should I do? There is no legal provision that the complainant can remain anonymous. However if one wants to remain anonymous, he should explain it personally to an SHO or any higher Officer, as an informer who is responsible for the protection of life and property of an informer. Q. When should I call Rescue 15? Telephone No. 15 should be used in case of emergency, and the need of immediate help from Police, providing information regarding any occurrence of any offence or presence of any wanted criminal or proclaimed offender. Rescue 15 centres can also be visited for verification of the Engine number and Chasis number of suspected vehicles. Q. How can I become a police Officer? The Government has prescribed the criteria for recruitment in the Police Department. The recruitment is made in five ranks i.e. Assistant Superintendent of Police, Inspector, Sub-Inspector, Assistant Sub Inspector and Constable. For recruitment of Assistant Superintendent of Police, Federal Public Service Commission holds a competitive examination once a year. The Commission after taking written examination, viva voce, psychological tests and medical test recommends the suitable candidates for appointment. The Government of Pakistan appoints the suitable candidates as PSP Officers. The candidates aspiring to become PSP Officers should be graduate with second division. Basic qualification for recruitment as Inspector and Sub Inspector is also graduation. The Punjab Public Service Commission holds separate competitive examinations for recruitment of Inspectors and Sub Inspectors. The candidate has to qualify the written test, viva voce and physical fitness test. On the recommendation of the Commission, the suitable candidates are appointed as Inspectors/Sub Inspectors in the Police Department against the available vacancies. The Legal Inspectors are also recruited in a similar procedure. However, the candidate should be law graduate. The basic qualification for the recruitment of Assistant Sub Inspector is Intermediate. The remaining procedure of recruitment is same as for Inspectors and Sub Inspectors. The basic qualification for recruitment as a Constable is matriculate, The District Superintendents of Police announce the vacancies, hold written examination, fitness test and interview and appoint the suitable candidates against the available vacancies. It is pertinent to note that for Police Officers the physical fitness is considered necessary. The required height for candidates is 5 ft 7 inches and chest 33 inches with the expansion of 1.5 inch. Q. What should I do, if I have knowledge of an anti-state activity? The matter may be reported to the nearest Police Station or any Police Officer immediately or on Telephone No. 15. Q. Do I have to give my name and address when I call 15? Off course it is your obligation to identify yourself and give your address if asked. However, if you want to remain anonymous, you should explain the matter to the listening Police Officer, who after determining your identity, shall take necessary legal action and necessary steps for your protection. Q. How can I get Police Clearance for (i) Passport, (ii) Job? The Passport Authorities or your employer will send a proforma containing your name and address to the Superintendent of Police of your home district wherefrom a police officer would be deputed to check your antecedents and criminal record. This police officer after doing the needful would report to the District Superintendent of Police. He will issue the clearance certificate to the Passport Authorities or your employer. Q. How Police Department helps you? The basic purpose for the establishment of police department is the maintenance of order in the society and provide a safe and secure living to the citizens. In this venture the Police Department registers the offences, investigates the same, hauls up the accused persons and challans them to the courts. The Police also recovers the stolen properties. In accident cases Police helps in removing the injured persons and dead bodies to the Hospitals etc and arrest/challan of accused. The police regulates the traffic on Highways. Detects and apprehends the criminals and maintains law and order. The police nabs the anti-state elements. It also recovers the property suspected to be stolen. The police is meant to eradicate crime and criminals from the society. It also performs the duties of protection of VIPs and sensitive installations etc. Q. How you can help Police Department? Being a responsible citizen you are obliged to report the offences to the Police, inform about the criminals to the Police and give useful information about crime and criminals to the Police. Q. Procedure for lodging an FIR? When any cognizable offence is committed, the aggrieved person should contact the nearest Police Station or Police Post or any Police Officer. The complainant may give him his written statement about the offence or may get recorded his verbal statement. The Police Officer is duty bound to record such statement and register it in the FIR. He will take his signatures or thumb impressions under recorded statement. He is also bound to certify that the complainant has listened to his recorded statement and has fully understood it. The Police Officer would issue a copy of FIR to the complainant. In case any Police Officer refuses to register the case, the complainant may report the matter to a higher Police Officer or Magistrate. BACK
