FROM THE NEWSROOM: American Ambulance, the NECCOG contracted and designated Advanced Life Support (ALS) Primary Service Area (PSA) ambulance provider for many local towns, has requested that the state Department of Public Heath Office of Emergency Medical Services “intervene” in the recent change of KB Ambulances service to the paramedic level. American Vice President Gregory Allard submitted the request on Oct. 1 to Commissioner Jewel Mullen, requesting that the Attorney General review the validity of KB Ambulances Supplemental PSAR, citing a number of complaints; including insufficient information on KBs Application, a lack of coordination efforts with American and a conflict with Americans contract with NECCOG, of which the towns of Killingly and Brooklyn are members. Allard says American Ambulance is questioning the “form and the process” that the DPH used when certifying KBs paramedic program, though he does not accuse KB itself of any wrong doing, and says he is not attempting to have KBs paramedic certification revoked. In the letter, American specifies that KB should have applied for a “MIC – Paramedic” level of certification, something KB Ambulance Administrator Randy Daggett says it already has. Daggett called Americans request to the Commissioner of the DPH an attempt “to not have any competition up in Northeast Conn,” and alleges that American has missed several medical intercepts since Sept. 25, prompting the service to increase the number of American Ambulance medics in the region after Oct. 1 in an effort, he says, to limit KBs paramedic response. Allard, however, says that there was only one call during that time period that American was unable to respond to, noting that American is only contracted to have one paramedic in the area and at that time, several other American medics were in the area responding to other calls. He says few calls are passed to other ambulance and medic providers. Allard says that if the state determines that KB “is the paramedic service in Killingly,” steps need to be taken to establish an agreement outlining how the two services will interact and integrate – a measure he says has not yet been taken. Americans letter requests that, while the state considers the matter, KB “not be permitted to respond or act” at the Advanced Life Saving paramedic level, saying it directly impacts Americans obligations as the Primary Service Area Responder.
