FULL STORY- DISGRACED FUGITIVE WATCHDOG OWNER, LLOYD HIMAMBO, RUNS AWAY FROM THE UK FOR FEAR OF PROSECUTION. Lloyd Himambo, the owner of the majority stake in the now discredited online scandal sheet, Zambian Watchdog, is slowly learning that there is no place to hide as he seeks a new hiding place in Canada. This follows a review by British authorities assessing the state of media freedom in Zambia and particularly where Himambo faces any credible threat from authorities in Zambia. The Department of Media and Culture and the Foreign Office which handles cases of media freedom in countries that have relations with the UK have concluded that Himambo does not face any credible threat to his safety and that the real danger to the website arise from possible legal actions from many people injured by the publication. The two senior officials who approached Zambian authorities in Lusaka and London expressed concern that it was no longer feasible to help publications that attacked the reputations of others under the guise of media freedom and hiding under the anonymity of the Internet. “We have received serious challenges and representations from Zambian authorities regarding what they say is our protection of slanderous individuals running websites publishing falsehoods on Zambia yet in England police have been able to prosecute people libeling others via Facebook and Twitter,” she said. Following these inquiries and several review interviews held with him after the limited protection expired three months ago, Himambo sought the refuge in Canada where is he currently negotiating his stay. The Germans surrendered him to the British three years ago after the limited protection provided under a scholarship given to threatened media expired. To provide him with cover that does not pass for political asylum, the British authorities provided Himambo with a three-year scholarship to study law at East Anglia University. This has also expired and now he is seeking a new country where he could tell new lies to secure his stay. Those pursing the self-exiled fugitive can now narrow their search for this man to Canada where they can take out legal action for his many transgressions. One of the compelling points in the British authorities’ re-assessment of Himambo’s situation is the case of Chanda Chimba who they previously feared would be pursued by the new government in Lusaka. “We cannot understand his submission that if he returns to Zambia he will be put in jail like they have done to Chimba but we understand Chimba is not in jail and is having his day in court through a fair and free judicial process” she said. “We have made clear the need for the website (Watchdog) to shield itself from relentless attacks by ensuring that it was as ethical as possible by avoiding unsubstantiated allegations against people be they private or public individuals” the official said. A few months ago, and in particular at the time he was under attack from Me, Lloyd sought a cease fire with the Zambian Government when the first lady was last in London provided that he is assured safety when he visits Zambia and that he introduces three journalists to Government so that they could be verifying some of the information he gets from various sources. He particularly told his emissaries to the first lady that he would stop attacking President Sata and the first lady provided that they meet his requests. However, the first lady declined to meet his emissaries. In his Facebook conversations with some lady in Lusaka, I will show in my next post how Lloyd confided in this lady about his fears of coming back to Zambia and his hostage by people who dont want him to stop running the Zambian Watchdog.
