"Favouritism and nepotism are the highest form of corruption in the Country. This is as per the complaints received by the Anti-Corruption Commission over the last five years. The National Assembly today proposed to have an independent recruitment system of human resources for the Anti-Corruption Commission while presenting the annual ACC 2012 report. Currently it is being looked after by the Royal Civil Service Commission. A corruption risk assessment of recruitment and selection process identifies risk such as manipulation of selection procedures to secure the appointment of a close friend or family members or a person recommended by people in the positions of power and influence. It also includes not declaring conflict of interest, appointing members of the selection panel to ensure the selection of favoured candidate and giving information to the favoured candidate on the tests and interview content among others. According to the report this has undermined the recruitment and selection of capable people. However, as per the transparency international’s corruption perceptions index 2012, Bhutan was ranked at 33rd position out of 176 countries as the least corrupt countries. Meanwhile, the House decided to continue the discussion tomorrow." I personally support all those statements and complaints made by the concerns to ACC. The corruption is every angle in our country from lowest level to highest level. The "Mutual understanding" is the first step towards corruption.
