Firebrand Progressives The Kansas Secretary of State is determined to do everything he can to confuse voters in the upcoming election. His latest action is to send ballots to 500 people overseas and tell them that they may have to re-vote at a later date after he lost in an effort to keep the Democratic candidate for Senate on the ballot.
