Fiscal Crisis Boehner ‘Disappointed’ by Obama’s News Conference Oct 8 Ashley Parker The House speaker, John A. Boehner, responded to President Obama’s lengthy news conference on Monday afternoon by reiterating that he “was disappointed that the president refuses to negotiate.” In his own news conference, Mr. Boehner listed what he said were major bipartisan negotiations over the past three decades: in the 1980s between President Ronald Reagan and Speaker Tip O’Neill; in the 1990s between President Clinton and Congressional Republicans; and even Mr. Obama’s discussions over the debt ceiling in the spring of 2011. And he again urged the president to begin what he called a “conversation.” “When it comes to the debt limit, I agree with the president: We should pay our bills,” Mr. Boehner said. “I didn’t come here to shut down the government. I certainly didn’t come here to default on our debt.” But he rejected the president’s call for Republicans to vote to raise the debt ceiling before any negotiations could begin. “What the president said today was if there is unconditional surrender by Republicans, he’ll sit down and talk to us,” Mr. Boehner said. “That’s not the way our government works.”
