Focus Areas: *Building Rural Entrepreneurial Economy Stimulating the rural economy through the enhancement of an enabling environment of Micro,Small and Medium Enterprises (MSME’s) *Deepening the Rural Financial Sector Enhance access to financial services (transfers, savings, micro-credit and micro-insurance) in the rural areas – including the rural poor through minimizing the transaction costs for all the involved parties. Support the development of new and appropriate innovative financial products,through the use of E-technology, as an enabler for a linkage banking model. *Programme Co-ordination Conduct baseline assessments on the MSME business & financial services environment and implement a sound M&E and Knowledge Management Framework for the RFEDP. *Focus Areas Published on Wednesday, 15 August 2012 14:06 | | | Hits: 26 The RFEDP focuses its efforts on three critical areas: Component 1: Building Rural Entrepreneurial Capacity Rural poor enabled to develop viable and sustainable micro and small business in a pro-poor and enabling environment for business development in rural areas. The following are the specific actions under this Component: *Policy Support for MSME Development - Improve policy environment for small micro and medium enterprises in Swaziland *Institutional Development of Business Support Entities and Rural Entrepreneurs – Identify and address training needs of business support entities and rural entrepreneurs (Farmers Organisations, Cooperatives, Communities and Youth Group. *Capacity Building of Rural MSMEs linking them to MFIs and the Formal Banking Sector - Supported rural micro and small entrepreneurs are linked to the MFIs and the formal banking sector. Component 2: Deepening the Rural Financial Sector -The rural poor can access reliable financial services (savings, credit, transfers, etc.) in a pro-poor enabling environment in rural areas. The implementation entails the following specific actions; ü Support for Financial Policy Reform and Legislation – Improved policy environment for delivery of pro-poor financial services; ü Enhanced MFI Sector - Improved capacity of financial sector institutions to deliver services to the rural poor; and, ü Innovative Technology Financial Solutions and Appropriate Financial Products - Lending products and financial services developed to suit the needs of the rural poor. Programme Management and Co-ordination Efficient coordination structures, monitoring mechanisms and management practices for this and future Programmes and projects developed in Swaziland. The following are the specific actions; ü Programme Implementation - Micro Finance Unit (MFU) is established and operational; ü Programme Co-ordination – Governance and coordination arrangements including the operation of the Programme Steering Committee (PSC) developed; and, ü Cross-cutting Issues - Strategies for monitoring, evaluation, knowledge management, mainstreaming gender, HIV AIDs and inclusion of marginalized groups developed and implemented
