Following foot-steps of Runiyal incumbent Director Tech Education hell bent on destroying the department Basic parameters of promotion, placement trampled with ease SRINAGAR, Jan 27: Director Technical Education, Jai Pal Singh has virtually turned out to be king in the department since he carries on with the issuance of orders without giving any damn to the set procedure and adherence to rules and regulations. Sources told Early Times that important parameters like seniority and convening of Departmental Promotion Committee (DPC) meeting are bye-passed by Director Technical Education with the sole aim being to give benefit to some blue eyed officials. On 20-01-2014, Director Technical Education vide order No 52 of 2014 placed a junior most vocational instructor namely Ghulam Hassan Bhat as Junior Engineer and Din Mohammad Dar as Technical Assistant. Both Bhat and Dar have obtained diploma illegally during in-service without administrative approval and without study leave, said sources. Sources said that both the officials have been placed on posts in violation to recruitment rules as the mode of recruitment of both these posts is 100% through direct recruitment. Dar has been adjusted as Technical Assistant in the office of the Directorate of Technical Education against the vacancy caused due to the illegal elevation of Muzaffar Ahmad Shah (Technical Assistant) as Superintendent by then Commissioner Secretary, Technical Education, Bashir Ahmad Runiyal vide order number 39-Edu (Tech) of 2012, sources said. Under the order number 39-Edu (Tech) Runiyal adjusted other ineligible candidates namely Bashir Ahmad Beg (Group Instructor), Javed Ahmad Wani (Supervisor) and Abdul Rashid Bajard (Group Instructor) in violation to cadre management rules. Present Director carried on the illegal legacy by making adjustment of some blue eyed officials namely Din Mohammad Dar, Reyaz Ahmad Ahangar, Abdul Khaliq Najar and Qounsar against the vacancies caused due to the illegal elevation of officials as Superintendents, said sources. Sources said that Director Technical Education side-lined senior most officials Imtiyaz Ahmad Khan and Parveena figuring at the top of seniority list of vocational instructors at serial numbers 1 and 29 issued by Provincial Deputy Director Kashmir in 2012 just to accommodate his blue eyed people namely Qounsar, Reyaz and Khaliq. The Directorate is now planning to accommodate the left out seniors as supervisors against the direct quota posts because no other promotion quota post is now available with the department. The Service rules of Technical Education are governed under SRO 145 of 2002 (non-gazetted) and SRO 328 of 2002 dated 10-04-2002 (Gazetted) where in the mode of recruitment for departmental candidates and direct recruitments are described in length, said sources. Sources said that in 1993 eight posts of junior engineers have fallen vacant in the department the mode of recruitment for which is 100% by direct method having BE in engineering. They said that Directorate of Technical Education has never referred these posts to Services Selection Board (SSB) for selection as on date. The violation of rules started in 2007 when Runiyal assumed as Director Technical Education. To favour his blue eyed officials, he regularized number of Drawing Instructors\Senior Instructors retrospectively as supervisors without posts and thereby increased the number of supervisors to 69 against the sanctioned strength of 39, said sources. earlytimesnews/newsdet.aspx?q=121588
