For all those asking about how the current State of Emergency impacts snow days and potential waivers: A State of Emergency does not automatically mean a waiver for a school system that closes due to inclement weather. It certainly plays a part in any waiver sought by a school system, however. The Maryland State Department of Education (MSDE) has historically preferred to wait until winter winds down and school systems know exactly where they are in terms of how many days they may have to make up so that those systems can, if they elect, make a single waiver request. MSDE had advised us that the same process will be followed this year. Waivers requests are made to the State Board of Education through the office of State Superintendent of Schools Dr. Lillian M. Lowery. The Code of Maryland Regulations (COMAR) lays out two criteria that must be satisfied before a waiver can be granted. They are: 1. The school system demonstrates they have made sufficient effort in providing instruction through calendar planning and modifications; and 2. Natural or civil disasters or severe weather conditions are sufficiently significant to warrant a waiver of days. AACPS built four days into its calendar for inclement weather closings and, counting February 13 and 14, has now used six.
