For individuals wishing to start or improve upon programs to Detect, Deter & Defeat Active Threat Events (as well as other criminal activity), here is a baseline to help: 1) Security Begins With Everyone Whom Has A Potential Impact On the Area. 2) Security Is Based Upon / Built Upon Concentric Layers. 3) Communication, Communication, Communication! 4) Specific to active threats, there is no one demographic profile for an active threat. 5) Many active threats (foreign and domestic) display observable pre-attack indicators, which, if recognized and reported, can lead to the disruption of the threat. 6) The pathway to targeted violence (against a specific person, place or group) typically involves an unresolved real or perceived grievance, and they see violence as the answer. 7) Continued Threat Assessments must be conducted (preferably quarterly). 8) Human bystanders generally represent the greatest opportunity for the detection and recognition of an active threat prior to his or her attack.
