For over a century, there was no such thing as malpractice. When doctors killed people, theyd be reviewed by their buddies and their buddies would say Id have done the same. Then there was a huge generation shift that started in the 60s where doctors began to be punished for their mistakes. It was strongly resisted because doctors not only wanted to save their butts but because it hacked at their idea of themselves as untouchable gods - an idea that fed into making mistakes. If we can do it for doctors, we can do it for cops.
