I hope that this quotation is a mistranslation, as there is no unanimous agreement that a dry dog is unclean. Shāfiʿīs and Ḥanbalīs consider dogs to be ritually filthy whether dry or wet, though their being being filthy does not affect the purity of the things they touch when there is an absence of obvious moisture. Additionally, there is no unanimous agreement than one can needlessly touch filth. Rather, the Shāfiʿīs (and others) consider it unlawful for someone to get themselves ritually filthy without there being a need to do so.
