#FormulaWatch: CRA releases recommendations for new revenue sharing formula...at last! Highlights: 1. Fiscal Responsibility to DROP from 2 percent to 1 percent 2. Poverty to drop from 20% to 18% 3. Population, Land Area, Basic Equal Share remain unchanged 4. New parameter for Development that redistributes to areas with poor sanitation, high illiteracy, lack of infrastructure, poor health, etc. has been added and given a weight of 1% 5. New parameter for Personal Emoluments to help counties with high inherited wage costs given a weight of 2% 6. Fiscal Responsibility to be measured for first time and focus on own revenue collection; it will reward counties with higher share of budget from own revenues Share your thoughts.
