France 24 reports that a rocket launching facility was set up in a park just 50m from the hotel housing the international press and fired from that location. There is also a UN building just 100m down the road. In the video you can see children and media climbing all over the site. There are civilian residences nearby and no one has evacuated. Im not sure why, as Israels stated policy has been to bomb the area and kill everyone trying to escape. If the international press is allowing Hamas rockets to be set up in their area, then surely by Israeli logic, the entire area is a military base, and the press are complicit in attacks on Israel. france24/en/20140805-exclusive-video-hamas-rocket-launching-pad-near-gaza-homes-un-building/ Its a reprehensible strategy of Hamas to be setting up rockets right next to the international press, and to be firing rockets at Israel in the first place, of course.
