I share your concerns. As you may know, Senator Dick Durbin (D-Illinois) has also introduced The Puppy Uniform Protection and Safety Act to amend the Animal Welfare Act to provide further protection for puppies. This legislation is currently pending before the Senate Agriculture Committee. Should this or related legislation comes up for a vote in the Senate, I will certainly keep your thoughts in mind. In addition, the Animal and Plant Health Inspection Service also finalized a rule in February 2013 to revise its definition of "retail pet store" to include businesses that exist only on the Internet. The rule will also increase from three to four the number of breeding female dogs, cats, and/or small exotic or wild mammals that a person may possess before they would be required to be licensed.
