From a friend: (reaction to Revenue Regulation 18-2012) "How can the use of new official receipts help curb tax evasion and smuggling when thousands of cargo vans can disappear undetected by the Customs agency? Moreso, while other countries are making it easier for its own people to comply to tax service regulations, we are making it harder for our own. Using new receipts will not accomplish anything other than make things easier for BIR to do their job. The BIR should think of ways how to make their job easier and not pass the burden to businesses. On the contrary it is the BIR who should be serving the people and businesses so we can all comply with tax rules and regulations the easiest way possible thus creating wider compliance which, in the long-term, can translate to higher collections."
