From first hand experience this happens more often than not. A very good friend of mine lost one leg and almost another because we were not allowed to knock down a 10 foot wall on a road that IEDs were being planted on a weekly basis. It was not until three more people lost their lives on this road before they finally said knock it down. Several lives were lost before my friend lost his leg. I have one thing to say. WHY????????
